In re: Bluewater Network, 234 F.3d 1305 (D.C. Cir. 2000)
We represented the Bluewater Network and Ocean Advocates in a challenge to the Coast Guard's failure to carry out key provisions of the 1990 Oil Pollution Act ("OPA") enacted after the Exxon Valdez spill, including one which requires that oil tankers install devices that detect leaks in their holding tanks. The DC Circuit ordered the Coast Guard to fulfill the OPA's mandate "promptly."
