Howard has been with the firm since 1996. He has litigated frequently under the Freedom of Information Act, the Federal Advisory Committee Act, the Endangered Species Act, the National Environmental Policy Act, and other environmental statutes. He has also represented clients before Congress, in administrative proceedings, and in other non-litigation advocacy.

Howard has represented national and grass roots advocacy organizations on numerous litigation projects including:

* protecting polar bear populations in Canada from sport-hunting;
* protecting the North Atlantic right whale from ship strikes;
* challenging federal advisory committees promoting the National Ignition Facility;
* protecting national parks from jetskis and snowmobiles;
* pursuing improved restoration of Department of Energy hazardous waste sites;
* obtaining records from federal agencies related to the Cheney Energy Task Force;
* protecting wild horses and burros on federal lands;
* addressing the impact of border patrol projects on endangered species;
* challenging and defending listing decisions under the Endangered Species Act;
* requiring leak detection devices on oil tankers.

Howard serves on the Surfrider Foundation Legal Issues Committee, has been an Adjunct Professor of law at Georgetown University Law Center (Public Interest Advocacy, 2001), and has also co-taught the Animal Law and Wildlife Protection Seminar at George Washington University Law School (2009).

Howard obtained his B.A. from Northwestern University in 1988, and his J.D., magna-cum-laude, from Georgetown University Law Center in 1993.  Before joining the Firm, Howard served as a law clerk to Judge Truman A. Morrison, III, in the D.C. Superior Court, and as an associate at Crowell & Moring.  He is a member of the Bars of the District of Columbia and Massachusetts; is admitted to practice before the United States Supreme Court, and the United States Courts of Appeal for the First, Second, Ninth, and D.C. Circuits; and has appeared before numerous federal district courts and courts of appeals, as well as in state court.
